How to Check Employment Insurance Enrollment in Japan: 雇用保険 Documents

You started a job in Japan, but you cannot find your 雇用保険被保険者証 (employment insurance certificate). Ask HR whether your enrollment was filed, the date it took effect, and where the certificate or notice was sent. If the answer remains unclear, Hello Work has a formal way for you to check whether the enrollment notification was filed.

Check in this order

  1. Look at your paperwork and payslip. Check the new-hire documents and the 雇用保険料 line on your payslip. A deduction is a useful prompt to ask HR, but the payslip alone is not the official enrollment record. Do not mix up 雇用保険 with health insurance or pension.
  2. Ask HR for the filing status and document. The employer handles the 雇用保険被保険者資格取得届. Ask whether it was submitted, the 資格取得日, and how you can receive the certificate or confirmation notice. Hello Work says the insured-person certificate is issued through the employer after enrollment procedures.
  3. If the certificate was lost, ask about reissue. Hello Work provides a reissue procedure with identity-verification requirements. A missing piece of paper by itself does not establish that enrollment never occurred.
  4. If you still cannot confirm enrollment, use Hello Work’s inquiry. Its 雇用保険被保険者資格取得届出確認照会票 is for checking whether the filing was made. The Hello Work office guidance explains identity documents and local submission options. Check the instructions for your relevant office before visiting or mailing anything.

Eligibility and common mix-ups

As of September 2026, MHLW describes the general employment-insurance conditions as scheduled work of at least 20 hours a week and an expected employment period of at least 31 days, subject to the applicable rules and exceptions. See its official Q&A and ask Hello Work about your own arrangement. Do not infer eligibility only from a “part-time” or “full-time” label.

Your number is an identifier, not proof of your current employer’s filing. If you changed jobs, HR may ask for your previous certificate; Tokyo Hello Work says the previous employer name can help locate a number if it is unknown. A 離職票 is a different document used after leaving a job. Keep certificates and notices in a safe place and share the number only through an appropriate HR or official channel.
